The Industrial Property Office of Iran (IPO) introduced the procedural By-law relating to the new Intellectual Property Law on 10 March 2009. The law itself was published in the Official Gazette and marked a comprehensive reform of patent, industrial design, and trademark registration practice in Iran.

The 2007/2008 legislative package modernised Iran’s approach to industrial property by consolidating rules that had previously been scattered across separate regulations. The accompanying By-law set out detailed filing requirements, examination timelines, publication procedures, and fee structures needed to implement the new statute in day-to-day practice at the IPO.

Key changes introduced

The new framework strengthened procedural clarity for applicants and examiners alike. It addressed filing formalities, document requirements, opposition windows, and the relationship between patents, designs, and trademarks within a single administrative structure administered by the Industrial Property Office.

  • Unified procedural rules for patents, industrial designs, and trademarks.
  • Detailed By-law provisions governing filing, examination, and publication.
  • Clearer standards for opposition, cancellation, and enforcement proceedings.
  • Foundation for subsequent electronic filing and digital document services.
